Mrs. Tolkan directs legal and financial affairs at Penzance. Since 1996, when she co-founded Penzance, she has negotiated and structured transactions on behalf of Penzance for property valued at $1 billion including acquisitions, dispositions, development, equity, debt, capitalization and leasing. Mrs. Tolkan is an attorney and economist. Prior to 1996, Ms. Springer served as clerk for United States District Judge Peter Beer (ED, Louisiana) and as an economist for the Board of Governors of the Federal Reserve and at Resources for the Future. She was selected for fellowship in the Ph. D. Economics Program at MIT. Mrs. Tolkan earned her JD from the University of Virginia School of Law and was an attorney in the real estate and corporate transactions group at the law firm of Shaw Pittman LLP, now Pillsbury. Mrs. Tolkan has served on the boards of the Children’s Law Center, and the Jordan River Foundation. She is currently co-chair of the DC Leadership Circle of Women for Women.
